Response From Homebrew Heaven: Prior to adding the yeast, certainly. For beer, it is normally added to the boil. For wine, mead etc, just prior to adding the yeast.

Response From Homebrew Heaven: Yes, it does.The quantity used is usually "per recipe", depending on the fruit you are using. Some require more, some less. Usually, however, 1/2 to 1 tsp per gallon is recommended.
